Michael J. Kelly, J.D., Ed.D.

Dr. Michael Kelly, who has been with CCRES as Executive Director since 2016, has been working directly with or on behalf of students with disabilities since his high school years. As a freshman, Dr. Kelly began volunteering at St. Edmunds in Rosemont, and by his senior year was working after school each day with the resident students at the Don Guanella School in Springfield. Upon graduating from West Chester University, Dr. Kelly began his career in public education that spanned almost thirty years and included working as a Special Education Teacher, Special Education Supervisor, Director of Student Services, Assistant Superintendent, and Superintendent of Schools. Along the way, he continued his education taking graduate courses at Penn State, earning a law degree from Widener University School of Law, and receiving his doctorate in Educational Leadership from Immaculata University.

Joseph A. Vaillancourt, MBA

Joe Vaillancourt’s Human Resource management experience extends over 15 years. He has earned the distinction of Senior Professional in Human Resources. Joe holds an MBA from West Chester University and a Bachelor of Arts degree in Psychology from the University of Southern Maine. Prior to joining CCRES in 2004, he was the Human Resources Manager for 6 years at the Devereux Kanner Center in West Chester, Pennsylvania and the Coordinator of Devereux Industries for 2 years at the Devereux Whitlock Center in Devon, Pennsylvania. Preceding his experience in Pennsylvania, Joe was the Executive Director for 2 years at the Center for Independent Living in Palm Beach County, Florida.

A graduate from St. Joseph’s University, Christine brings with her over 28 years of knowledge in the accounting field, including a substantial amount of non-profit accounting experience. Some of her previous duties included working as a Deputy Tax Collector for Concord Township and working within Garnet Valley School District.

Keara Cosgrave, SHRM-CP

Keara joined CCRES in 2017 as an HR Recruiter before transitioning to Human Resources Manager. Prior to CCRES, she spent nearly four years in administrative support recruiting and deploying staff to support individuals with disabilities. Following this experience, she transitioned to recruiting nurses and nursing assistants in the long-term health care field. Keara is a graduate of Kutztown University with a degree in English Literature and Language. She obtained her SHRM-CP (The Society for Human Resources Certified Professional) in 2022 and her SHRM Inclusive Workplace Culture Specialty Credential in 2023.

Jen joined CCRES in 2022 having worked in a variety of business roles during her career including recruitment, marketing, agency development and executive leadership within the school based therapy industry. She has previously worked as a physical therapist with adults and children totaling 26 years combined clinical and management experience. She has a B.S. in Psychology, Masters in PT and Clinical Doctorate Degree in PT, all from Arcadia University.

She is a graduate from West Chester University with a degree in criminal justice . Thuy achieved her SHRM (The Society for Human Resources) Certified Professional credential in 2017.

Allison joined CCRES in 2018 as a Registered Behavior Technician providing support to students in the school setting. In 2019, Allison transitioned into the HR office as an Administrative Support and moved into the HR Recruiter role in 2020. While Allison enjoyed her time working in the field providing direct services to students with special needs, she has welcomed the opportunity to continue to support clients in an indirect way by identifying wonderful support staff to enable client success in the school, home, and community setting. Allison is a graduate of West Chester University with a degree in Psychology.

Kristin Rosen

Kristin graduated from the University of Delaware with a BS in Elementary Education. She began working for CCRES as a Personal Care Assistant in 2018 and moved into an administrative role as a Recruiter in 2021. Kristin has extensive experience working in early childhood education and administrative experience in childcare management. Kristin enjoys making a difference for the children CCRES supports by staffing quality individuals for their needs.

Mercy joined CCRES IN 2018 providing support for a student in the school based setting. Mercy has experiences working with children and youth in various capacities, including the classroom and community. In early 2022, Mercy had the opportunity to support the billing staff at H&CS. Mercy joined the HR recruitment team in September 2022 and is excited to learn new skills and grow in this role. Mercy holds a BS in Business Administration from SUNY at New Paltz with a minor in Management Psychology.

Pattie Richards

Pattie officially joined the Administrative Office at CCRES in 2023 as a part time accountant, though she has assisted CCRES with processing their payroll since 2018. Prior to that, Pattie had been involved in teaching for over 20 years in a multitude of environments, age groups, and disciplines. She has a B.S. in Economics from University of Nevada, Reno.

Kara joined CCRES in 2013 as an Instructional Assistant before transitioning to the HR administrative team. In 2021, Kara began her new role as Business Office Generalist and progressed to Payroll and Benefits Coordinator in 2023. Prior to that, she spent over seven years as an HR Generalist in the manufacturing industry. She has a B.S. Degree in Business Administration and a Certificate in Human Resources Management from Widener University.

Taryn worked for more than 15 years in the field of Education as a teacher and administrator. She has her Masters Degree in Education from the University of Pennsylvania and her Bachelor of Science in Business Administration from the University of Delaware.

Jessica joined CCRES in an HR Administrative Support position in 2023. Prior to joining CCRES, Jessica was a Registered Behavior Technician providing support to clients in the school, home, and community settings. Jessica enjoyed providing direct support for both her clients and their families, and now can further this process in an indirect way by supporting staff to promote progress and success for client needs. Jessica is a graduate of Penn State University with a degree in Human Development and Family Studies.

Rick Dunlap

Richard F. Dunlap Jr., Ed. D. served for 35 years in public education before joining CCRES in 2016 as an educational specialist. During his professional career, Rick served as a special education teacher, an assistant principal of a middle school, principal of a national award-winning middle school, a high school assistant principal, twelve years as a high school principal, and three years as the superintendent of a school district of over 13,000 students and 1,800 teachers and support staff. Over a span of nine years while teaching, Rick also coached football, wrestling, softball, and track. Rick’s educational accomplishments include earning his Doctorate in Educational Leadership and a Master’s Degree in Bilingual/Bicultural Studies from Immaculata.
During his career, Rick has served on numerous strategic planning committees and was lead facilitator for several of them. During his tenure in public education, he was responsible for several construction and renovation projects. Rick has presented on both national and international levels on curriculum, leadership, and literacy as well as serving as a consultant to several school districts on the topics of curriculum mapping and aligning state standards to the curriculum.
While at CCRES, he has consulted with school districts on comprehensive planning while conducting internal audits of educational programming, district operations, district policies and administrative regulations. He has also served as a temporary educational consultant regarding administrative leadership positions including interim athletic director, interim principal, and interim superintendent.
Rick has published material in conjunction with Bena Kallick and Jeff Colosimo through Corwin Press, Using Curriculum Mapping & Assessment Data to Improve Learning and co-authored with Janet Hale, An Educational Leader’s Guide to Curriculum Mapping: Creating and Sustaining Collaborative Cultures.
Rick is a recipient of the Chaplin of Four Chaplin’s Award for providing outstanding community service.
Prior to pursuing a career in education, Dr. Dunlap served as an officer in the United States Marine Corps.
