Chairperson
Leon Spencer is currently employed by the Chester County Intermediate Unit at the Technical College High School , Pennocks Bridge, Jennersville, Pa. as the School To Work Coordinator. Leon serves as the Vice Chairman of our Board. He has served on the CCRES Board for years

Mr. Robert Disciullo
Vice Chairperson
Mr. DiSciullo earned his B.S. in Economics and Accounting from University of Scranton and Masters in Taxation from Villanova University. He is currently President of Sterling Services, LLC, Tax and Advisors. and has a specialty in corporate and individual taxation. He is also an adjunct professor at Immaculata University. He has served on the CCRES Board for years

Mr. Timothy Umbreit
Treasurer
After graduating with a BS in accounting from Clarion University in northwestern Pennsylvania, Tim received his CPA certification in 1982. He gained experience with a large Wilmington, Delaware, CPA firm and formed his independent practice shortly afterward. He is a member of the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants, and the Delaware Society of Certified Public Accountants. He has served on the CCRES Board for years

Dr. Bailie is a former Executive Director at the Chester County Intermediate Unit with a specialty in Educational Leadership. He has serviced on the CCRE Board for years

Ms. Jennifer Brion
Ms. Brion has a MSW from Virginia Commonwealth University and Bachelor Degree from Randolp-Macon University. She is the Director of Quality Management at County of Chester. She has served on the CCRES Board for years.

Mr. James Bruce
Mr. Bruce has a B.S. from Penn State University and M.S. from Florida STate University. He specializes in behavioral health. He has served on the CCRES Board for years

Dr. George Fiore
Dr. George F. Fiore is the executive director of the Chester County Intermediate Unit. He was appointed executive director in August 2019 and serves with distinction and provides leadership as the educational agency’s top executive. He has served on the CCRES Board for ? years.
Prior to his appointment as CCIU’s executive director, Dr. Fiore served as a superintendent of the Kutztown Area School District. He went to Kutztown in September 2016 from the Wilson School District in West Lawn, Pennsylvania, where he was the high school principal for four years. Prior to Wilson, Dr. Fiore was the founding headmaster of the Downingtown STEM Academy. Dr. Fiore’s instructional school district experience also includes nine years as a high school social studies teacher, dean of students, director of instructional technology, high school assistant principal and junior high school principal.
Dr. Fiore is a nationally certified Superintendent, Pennsylvania Department of Education Superintendents Academy graduate, President Elect for the Pennsylvania Superintendents Associations beginning in October and serves on several statewide committees. Dr. Fiore also serves as professor in graduate and doctoral programs teaching educational leadership, curriculum development, school law, finance, and instructional practices.

Mr. Charles Gibson
Mr. Gibson is a successful local business owner. He has expertise in the areas of commercial cleaning, warranty and real estate industries. He is President of the Clover Mill Condominium Association. He has BA in Psychology and has served on the CCRES Board for years

Mr. Michael Gringalonis
Mr. Grigalonis is President and COO of the Chester County Economic Development Council!. He earned his B.S. from Ithaca College and his MBA from Villanova University. His expertise is in economic development and he has served on the CCRES Board for years.

Dr. Harry Jamison
Dr. Harry Jamison is the former Executive Director for the Delaware County Intermediate Unit. He has served at Chairman of our Board at CCRES and has also been on the Board of the Federal Mint Credit Union, Delaware Senior Community Services. His specialties include education special education administration, psychology and executive coaching. Dr. Jamison has served on CCRES board.

Dr. Michael Kelly, who has been with CCRES as Executive Director since 2016, has been working directly with or on behalf of students with disabilities since his high school years. As a freshman, Dr. Kelly began volunteering at St. Edmunds in Rosemont, and by his senior year was working after school each day with the resident students at the Don Guanella School in Springfield. Upon graduating from West Chester University, Dr. Kelly began his career in public education that spanned almost thirty years and included working as a Special Education Teacher, Special Education Supervisor, Director of Student Services, Assistant Superintendent, and Superintendent of Schools. Along the way, he continued his education taking graduate courses at Penn State, earning a law degree from Widener University School of Law, and receiving his doctorate in Educational Leadership from Immaculata University.

Ms. Maureen Linahan
Ms. Linahan,SPHR, SHRM-SCP, is a human resources professional with over 27 years’ experience, which span private industry, higher education and school districts. She has served as the director of human resources at the Chester County Intermediate Unit since 2020. Previous to her appointment as the director of human resources she was the assistant director of human resources with the Chester County Intermediate Unit for 18 years. During her career, Ms. Linahan has worked extensively supporting school districts across Chester County, including working as the acting human resources director for partner districts. She has a strong background in employee and labor relations, compensation management, benefits administration and recruiting. Ms. Linahan is the past president of the Pennsylvania Association of School Personnel Administrators (PASPA), the statewide professional HR group for PA school districts. Ms. Linahan earned her undergraduate degree in business management from West Chester University and her master’s degree in human resources management from Widener University. In addition, she holds a Senior Professional in Human Resources certification and the Senior Human Resources Management – Senior Certified Professional designation.

Mr. Joseph Libitsky
Joseph Lubitsky has been Director of Administrative Services for the Chester County Intermediate Unit since 2001. Previous to joining the CCIU, he was Director of Business Operations with the Kennett Consolidated School District. He has been involved with the planning, design, and construction management for approximately $300 million in private industry and educational facility projects. In addition, he is responsible for the coordination of the intermediate unit’s business operations, budget development, insurance, operations and transportation, security services, facility assessments, bid administration, and project management. He coordinates the Chester County Joint Purchasing Board, Healthcare Affiliation, and other county business manager initiatives. Joe has a B.S. in Management from Drexel University and an M.B.A. in Business Administration from Penn State University.

Mr. John Morrissey
Mr. Morrissey, MBA, BS, SIOR, is a founding partner a Jackson Cross Partners, LLC. He received a BS in Food Marketing from St. Joseph’s University, MBA from Drexel University, and Irish Studies certificate from Trinity College. His specialty is commercial real estate. He serves on a variety of committees and boards including St. Joseph’ Board of Visitors, Haub School of Business, Bishop Shanahan Committee Chair, Redeemer Health Endowment Fund, , SIOR Board Member, Phila Charter SJU Real Estate and Construction Committee. Mr. Morrissey served on the CCRES Board for years.

Mr. Ed Murray
Ed Murray most (?) recently was the Head of Public Finance & Managing Director at Boenning & Scattergood, Inc.(?) He earned his BA in Economics and Communications. Mr. Murray’s specialties include public investment banking and securities underwriting working with 40 school districts to issue public securities in fixed income debt.

Dr. Joseph O’Brien
Dr. O’Brien was the previous Executive Director for the Chester County Intermediate Unit. He has his BS, MEd and Ed.D. and has a specialty in education. He has served on the following Boards including Chester County Economic Development Council, United Way of Chester County, Brandywine Hospital Board of Trustees and has served on CCRES Board for. years.
