Leadership
Mr. Michael Grigalonis
Chairperson
Mr. Grigalonis is President and COO of the Chester County Economic Development Council. He earned his B.S. from Ithaca College and his M.B.A. from Villanova University. His expertise is in economic and community development and he has served on the CCRES Board since 2011.
Mr. Stanley Schuck
Mr. Schuck has a Bachelor’s Degree in Marketing with a minor in Management and is currently a Senior Consultant and Executive Coach. He has recently worked with the CCEDC as the Director Emeritus and Vice President of Strategic Alliances. His specialty areas include career coaching, business process coaching, strategic planning and crisis management. Stan has been on the board since 2001.
Mr. Timothy Umbreit
Treasurer
After graduating with a Bachelor’s Degree in accounting from Clarion University in northwestern Pennsylvania, Tim received his CPA certification in 1982. He gained experience with a large Wilmington, Delaware, CPA firm and formed his independent practice shortly afterward, Umbreit, Wileczek and Associates, P.C. He is a member of the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants, and the Delaware Society of Certified Public Accountants. He has served on the CCRES Board since 2008.
Ms. Sharon King
Secretary *non-voting member
Sharon joined CCRES in 2017 with more than 30 years of experience working in executive level administrative support, office management, project management and event planning. She has served on the CCRES Board since 2019.

Dr. John Baillie
Dr. Bailie is a former Executive Director at the Chester County Intermediate Unit with a specialty in Educational Leadership. He has earned his Bachelor’s, Master’s and Doctorate degrees in Education and has served on the CCRES Board since 2017.
Ms. Jennifer Brion
Ms. Brion has a Bachelor’s Degree from Randolph-Macon College, a Master’s Degree in Social Work from Virginia Commonwealth University, and is a Licensed Clinical Social Worker (LCSW). She is the Director of Managed Behavioral Healthcare at the County of Chester. Ms. Brion specializes in government and human services. She has served on the CCRES Board since 2022.
Mr. Thomas Carey
Mr. Carey specializes in education. He has served on the CCRES Board since 2003.

Dr. George Fiore
Dr. George F. Fiore is an accomplished educator and executive leader with a rich background in educational administration. Serving as the Executive Director at Chester County Intermediate Unit since 2019, Dr. Fiore previously held key roles including Superintendent of Schools at Kutztown Area School District, High School Principal at Wilson School District and Founding Headmaster of the Downingtown STEM Academy which is recognized as one of the top schools in the United States. Under his leadership, the Chester County Intermediate Unit has grown programs and services for students in Chester County and beyond.
With a Doctorate in Educational Leadership from Immaculata University and certifications from the AASA and Pennsylvania Department of Education, Dr. Fiore is recognized for his expertise in fostering educational excellence. He is actively engaged in professional associations such as AASA and PASA, contributing extensively to educational publications and serving on various boards and committees dedicated to community development and educational advancement. Dr. Fiore has served as President of the Pennsylvania Association of School Administrators representing Superintendents from across the Commonwealth.
His commitment to education, leadership, and community service is further demonstrated through his involvement in various boards and committees, including the CCRES Board since 2019, Chester County Economic Development Council, and Children’s Fund of Chester County.
Mr. Charles Gibson
Mr. Gibson is a successful local business owner with training in management. He has expertise in the areas of commercial cleaning, warranty and real estate industries. Mr. Gibson is President of the Clover Mill Condominium Association. He has served on the CCRES Board since 2011.

She has served on the CCRES Board since 2024.
Ms. Maureen Linahan
Ms. Maureen Linahan,SPHR, SHRM-SCP, is a human resources professional with over 28 years’ experience, which span private industry, higher education and school districts. She has served as the director of human resources at the Chester County Intermediate Unit since 2020. Previous to her appointment as the director of human resources she was the assistant director of human resources with the Chester County Intermediate Unit for 18 years. During her career, Ms. Linahan has worked extensively supporting school districts across Chester County, including working as the acting human resources director for partner districts. She has a strong background in employee and labor relations, compensation management, benefits administration and recruiting. Ms. Linahan is the past president of the Pennsylvania Association of School Personnel Administrators (PASPA), the statewide professional HR group for PA school districts and currently co-leads the Pennsylvania Association of Intermediate Units (PAIU) human resources director group. Ms. Linahan earned her undergraduate degree in business management from West Chester University and her master’s degree in human resources management from Widener University. In addition, she holds a Senior Professional in Human Resources certification and the Senior Human Resources Management – Senior Certified Professional designation. Maureen has served on the CCRES Board since 2022.
Mr. Joseph Lubitsky
Mr. Joseph Lubitsky has been Director of Administrative Services for the Chester County Intermediate Unit since 2001. Previous to joining the CCIU, he was Director of Business Operations with the Kennett Consolidated School District. He has been involved with the planning, design, and construction management for approximately $300 million in private industry and educational facility projects. In addition, he is responsible for the coordination of the intermediate unit’s business operations, budget development, insurance, operations and transportation, security services, facility assessments, bid administration, and project management. He coordinates the Chester County Joint Purchasing Board, Healthcare Affiliation, and other county business manager initiatives. Joe has a B.S. in Management from Drexel University and an M.B.A. in Business Administration from Penn State University. Mr. Lubitsky has served on the CCRES Board since 2001.

She has served on the CCRES Board since 2024.
Ms. Jeanne Meikrantz
She has served on the CCRES Board since 2024.
Mr. John Morrissey
Mr. Morrissey is a founding partner at Jackson Cross Partners, LLC. He received a Bachelor’s in Food Marketing from St. Joseph’s University, Master’s in Business Administration from Drexel University, and Irish Studies certificate from Trinity College. His specialty is commercial real estate. He serves on a variety of committees and boards including St. Joseph’ Board of Visitors, Haub School of Business Board Chair, Bishop Shanahan HS Committee Chair – Golf Event, Redeemer Health Endowment Fund, SIOR Board Member, Phila Chapter and SJU Real Estate and Construction Committee. Mr. Morrissey specializes in real estate and has served on the CCRES Board since 2008
Mr. Ed Murray
Mr. Murray served as the head of Public Finance Group for Boenning and Scattergood, Inc., for ten years before moving to Stifel Public Finance in June of 2022. He earned his Bachelor’s Degree in Economics and Communications. Mr. Murray specializes in general government public finance, financing of public infrastructure projects, open space and sewer and water facilities for municipal authorities. Mr. Murray works with approximately 45 school districts to plan and execute the issuance of public securities fixed income debt. Mr. Murray has served on the CCRES Board since 2011.
Dr. Joseph O’Brien
Dr. O’Brien is the previous Executive Director for the Chester County Intermediate Unit. He has his Bachelor’s, Master’s and Doctorate degrees in Education. He has served on a variety of Boards including Chester County Economic Development Council, United Way of Chester County, Brandywine Hospital Board of Trustees and has served on the CCRES Board since 2007.
Mr. Reid Sandner
Reid Sandner is currently the Executive Vice President at Willis of Pa; Willis Towers Watson. He has a speciality in Property Casualty Insurance (CPCU, ARM, ALCM, AU). Mr. Sandner has served on the CCRES board since 2008.
Mr. Leon Spencer
Formerly the President of the Board for the Chester County Intermediate Unit and Chairman of the Chester County School Authority, Leon is currently the Chairman of the Board for the Franklin Mint Federal Credit Union. He is, as well, a member of the Board for Family Promise of Southern Chester County, the Fire Control Board for the Kennett Square Fire Company, and the Advisory Committee for Volunteer English Program (VEP). He holds a Bachelor’s Degree in Music Education and specializes in education and government. He has served on the CCRES Board since 2010.
Mr. John Snyder
John Snyder is a senior partner of the law firm Saul Ewing, LLP. He specializes in real estate law and serves on the Chester County Economic Development Council Board. Mr. Snyder has served on the CCRES Board since 2017.
Mr. Drew Stanley
Drew Stanley has 24 years of financial services industry experience, the last 20 years spent with Franklin Mint Federal Credit Union (FMFCU). As Executive Vice President/Chief Operating Officer (EVP/COO), he leads the organization’s strategic planning activities and is responsible for a wide array of functions, including delivery systems (branches and member contact center), retail administration, deposit operations, credit (consumer, mortgage and commercial), wealth management, community education and enterprise solutions. Prior to joining FMFCU, he spent four years at The Peoples Bank of Oxford as a Marketing Officer. Drew has a Bachelor’s Degree in Marketing from Wilmington University.
Drew resides in West Chester, PA with his family. He is involved in his local community and serves as a Board Member for Delaware County Community College Educational Foundation, Board Member and Finance Committee Co-Chair for Chester County Regional Education Services (CCRES), Chair of CU Settlement Services, Inc. and Vice-Chair for Credit Union Executives Society’s Delaware Valley Chapter. He has served on the CCRES Board since 2018.
Dr. Anthony Stevenson
He has been on the CCRES Board since 2024.
Dr. Angela Tekely
Dr. Angela Tekely is currently the Vice President for Academic Affairs and Provost at Immaculata University where she has worked for over 10 years. Dr. Tekley has an Master’s degree in Liberal Studies from Towson University and Doctorate of Higher Education Administration from Morgan State University. She has been on the CCRES Board since 2022.
Mr. Steve Todaro
Steve Todaro has his Bachelor’s in Biology and Master’s of Science Degree in Physical Therapy. He is the clinical manager at Premier Orthopaedics in Broomall. Mr. Todaro serves on the Board for the Springfield Area Educational Foundation and specializes in physical therapy and healthcare. Mr. Todarao has served on the CCRES board since 2011.

He has served on the CCRES board since 2024.
Dr. David Woods
He has served on the CCRES board since 2024.
Emeritus Members
Mr. James Bruce
Mr. Bruce has a Bachelor’s Degree from Penn State University and Master’s Degree from Florida State University. In addition, he has completed graduate studies at Case West Reserve University. Mr. Bruce was the Director of Human Services for Chester County for 15 years. He specializes in behavioral health and government. He has served on the CCRES Board since 2002.
